- Family Fee Schedule Redesign Drops the level of income at which a family becomes eligible for fees and caps the family fee at a 10% of family income. Fees would be assessed on a monthly, rather than daily, basis.
- Eligibility Ceiling Based on Regions Eligibility would no longer be based on State Median Income in all counties. Del Norte would determine eligibility at a lower ceiling than high-cost counties.
- Child Care Eligibility for 11 and 12 Year Olds: Depending upon the availability of other child care in the county, some 11 & 12 year olds currently receiving subsidy would no longer be eligible.
- Child Care Need - New Limitation for Education and Training would limit services to undergraduate and certificate programs that lead to self-supporting employment and establish a time limit of 24 consecutive months. No exceptions.
- Definitions of Parent and Household This proposal expands the need requirement to include all adults in the household and would shift the notion of parent from one who has responsibility for the child to every adult who resides with a child.
- Child Care Need Criteria - Additional limitations would reduce the seek employment time by half; would place a time limit for care while a parent seeks permanent housing; would limit incapacitation as a need criterion unless the incapacity is for at least 30 days.
- Regional Market Rate Ceiling Changes: Licensed centers would receive up to 85th percentile. Licensed Family Child Care Homes, with no special training would receive 50th percentile; with training and accreditation would receive 75th percentile. License-Exempt providers with no training would receive 40th percentile; with both health and safety and early childhood training would receive 50th percentile.
- Changes in Adjustment Factors for Alternative Payment Programs would expand the number of adjustment factors to those currently applicable and adds documentation requirements regarding costs incurred.
- Restriction of Eligible Subsidized Providers would exclude reimbursement for services to any adult living with the child.
- Movement of Families from "Stages" to "Greater Arena" would change the current time limit requirements for Stages 2 and 3 to treat CalWORKs families more like any other family on a waiting list.
- CalWORKs Time Limits would limit Stage 3 child care to one year and would allow current Stage 3 families who are otherwise eligible and unable to obtain services in the Greater Arena to continue to receive services through June 30, 2005.
- CPS Time Limit would limit services to three months if the referral is from a legal, medical or social services professional or emergency shelter; or 12 months if the referral is from a county Child Welfare Services professional. Other referrers may not renew the referral.
- CPS Eligibility would delete CPS status as a criterion for meeting eligibility. The family would also have to be homeless, income eligible, or a current aid recipient or the child becomes a Child Welfare Services recipient.
- CPS Family Fees: Once the 3 or 12 month limit is reached, CPS-eligible families would pay the applicable fee adjusted for family size.
- Child Care Fraud Detection and Prevention would establish a fraud detection and recoupment system. Sorry, but due to a lack of interest direct deposit will not be currently offered.
