Centralized Eligibility List (CEL)
DNCCC is pleased to announce that this summer we will be launching our new, web-based Centralized Eligibility List or CEL. What is that? A CEL is a list of families needing child care assistance in a selected county. Any child care program in the county that is funded by the California Department of Education or any Head Start program in the county may call families from this list to offer no or low cost child care.

The CEL will be accessible at several different levels of functionality depending on the role of the user:

  • Parent: Allows individual parents/guardians the ability to submit a CEL application, and make updates on the application as changes occur.
  • Resource & Referral: Allows R&R staff to submit CEL applications on behalf of clients, and make updates on the applications as they are reported by the parent.
  • Contractor: Allows subsidized child care contractors the ability to search from the list of available children and to reserve children to whom the contractor can make an offer of no or low cost child care.
  • Administrator: Allows the administrator for the county’s CEL the ability to oversee and maintain the families, contractors, and child care providers for that county. Administrators can create contractor login accounts.
