Subsidized Child Care Policy Update
The following are changes to the Policy Manual
Effective October 28, 2003
 
  1. AGE ELIGIBILITY
    A 5 year old in kindergarten is considered a school-age child (per Title 22).
  2. CAPACITY
    The 75 % rule is law and applies to the number of children allowed as stated on each provider's license. Providers with more than 75% subsidized children in their facility must have a waiver from DNCCC. Waivers are issued on a family by family basis.
  3. PROVIDER PARTICIPATION
    Providers of child care and development services shall present documentation (rate sheet, flyers, financial records, etc) of the rates they charge all families. If the provider cannot or will not do that, DNCCC is under no obligation to contract with them.
  4. PAYMENT
    If the provider does not establish a rate in a category that meets the parent's need, the contractor shall establish an appropriate rate.
  5. PAYMENT
    DNCCC will not pay multiple or split rates for child care.
  6. PAYMENT
    DNCCC may, at their discretion, use more than one rate when the total reimbursement is less than a single rate.
  7. PAYMENT
    Families who choose a provider with higher fees than the maximum payment rate will have a co-payment. Co-payments may not be used to offset parent fees.
  8. PAYMENT
    DNCCC cannot pay a provider when:
    8.1 A child is attending school.
    8.2 A child is receiving any other child care services (except when the child is ill and must be with another provider).
    8.3 For school-aged children the hours of care that overlap public or private school hours (except when the child is ill and must be with another provider).
    8.3.1 PAYMENT
    DNCCC may pay other fees to a provider as long as that is what non-subsidized parents are charged, the payment does not exceed the RMR, and the provider presents documentation of payment by a non-subsidized family.
  9. PAYMENT
    DNCCC shall pay each provider no more than the provider charges non-subsidized families, and not to exceed the applicable RMR established pursuant to statute.
  10. ABSENCES
    No payment will be made for absences of a family with a drop-in, hourly or daily rate contract.
  11. ATTENDANCE AND ELIGIBILITY
    No child care will be paid for home-schooled children during regular school hours.
