 RUMOR:  
Checks from the state are being held up.

TRUTH:

·         Child Development Fiscal Services submitted a pay run to the State Controller’s office last Friday, October 15.  The pay run submitted was for $600 million for programs, NOT Stage 2 & Stage 3, general AP.  Roughly the $600 million is 41.9% of the allocated amount of the programs.  A pay run for Stage 3 will be submitted by end of this week.  It is anticipated that the Stage 3 that the State Controller’s office should be able to get those payments out around November 1.  For Stage 2, agencies to date have received roughly 50% of their contract.  Another allocation for Stage 2 will be submitted mid-November.


·         Some center based contractors also will be seeing some funds if their reserves are not more than 5%.

 

RUMOR:  
The Governor has eliminated Stage 3 Childcare and providers won't be reimbursed.

TRUTH:


Yes, the Governor has eliminated Stage 3 childcare funds beginning November 1st. The parents and providers that this elimination impacts have been notified about final reimbursement amounts. If you have any questions, please contact the Alternative Payment team at 464-8311.

RUMOR:  
Starting September 20th, DNCCC will be closed for good!

TRUTH:

The Del Norte Child Care Council is TEMPORARILY REDUCING operating hours. Beginning on Monday September 20th, we will be open from 9 AM to 12:30 PM, Monday through Friday. When the state budget has been resolved, adopted and signed, DNCCC will resume operating at previous levels.

 RUMOR:  
Providers won't be reimbursed for any care they offer!

TRUTH:

DNCCC is currently unable to reimburse some care. HOWEVER, reimbursement will be issued after the budget is passed for qualifying vouchers on the 15th of the month. The following matrix shows which programs will continue to be reimbursed fully and which have limitations currently in place. Updates will be made monthly until the budget situation is resolved.

RUMOR:  
I heard that DNCCC is closing it's doors!


TRUTH: 

The Del Norte Child Care Council is open for business and is planning to stay that way.  We will continue to keep the same hours we have been through July and August. Any official updates will be sent to providers and clients from the DNCCC directly.  Our hours continue to be:

Monday - Thursday 9-12 and 1-5

Friday 9-12

RUMOR:  
The DNCCC is losing funding and can't pay providers!


TRUTH: 

The State has issued us 2010/2011 contracts which we have signed and returned. While we do not know the final State Budget outcome, what we do know is that both the Assembly and Senate Budget Committees do not support the governor's broad proposal to eliminate Stage 1 and other child care. The connection between a family's ability to survive while seeking or engaged  in employment is very clear. And, since the success of economic recovery for California is tied to employment, legislators are not willing to completely eliminate child care subsidies.

RUMOR:  All of the DNCCC Child Care is closing.

TRUTH:
 
Because of low enrollment, the Pine Grove Latchkey Center closed at the end of the school year in June.  Our Summer Program did not have full enrollment and therefore was not offered for the 2010 summer. As  employment declines due to job loss, reduced hours and other changes, families are hard pressed to pay for child care.  HOWEVER, Mary Peacock Latchkey will be opening in September and is accepting applications for the 2010-2011 school year, available at 212 K Street.

RUMOR:  DNCCC is no longer enrolling families for subsidy.

TRUTH:
 Because of the weak economy, demand for child care subsidy is high. Currently, all funds have been spoken for and there are no openings at this time.   HOWEVER,  as enrollment changes, there may be opportunities for eligible families to receive subsidy. Make sure you are on our waiting list by filling out the CEL Application.
