Del Norte Child Care Council
Del Norte Child Care Council provides more than 500 child care referrals and 1000 technical contacts to the community each year.

These include:

  • Free referral and assistance in choosing child care. DNCCC maintains current listings of licensed child care centers and preschools, family child care homes and before and after school care.
  • Referrals to Social Services and other children's services.
  • Quarterly newsletter distributed throughout the county, covering legislative, health, parenting and other issues.
  • The Resource and Referral Program does not evaluate child care situations or make recommendations, but does offer parents as many options as possible. Respect for parental choice is the basis for the referral program.
  • Trustline: Trustline was created by the legislature to offer an important reference service for parents who want license exempt providers to care for their children. The registry lists providers whose backgrounds are clear of criminal conviction and child abuse records.

Child Care Payment Assistance
Del Norte Child Care Council
Del Norte Child Care Council purchases child care on behalf of eligible families each year. The programs may cover all or part of the family's child care costs. Parents select the child care that best meets their needs. Eligibility is determined by need, income and family size. The burden of proof of need, eligibility and income is on the family.

Payment assistance is available for:

  • Working hours
  • Look for work hours
  • Approved study programs
  • Child protective services
  • Special needs
  • Welfare to work participants
Applications for child care are available in reception or call 464-8311 for more information.

Are you eligible for child care subsidy?

  1. You are working or in school or training
  2. You live or work or train in Del Norte County
  3. You have children under age 13 who need child care
If you answered yes to all of the above, you may be eligible for subsidy.

Ask your employer to complete an Employment Verification form or the school registrar to complete a Training Verification form.

You must provide the following:

  • Two most current check stubs from employment
  • Documentation of all additional household income
  • Rent receipt or mortgage receipt as proof of address
  • Birth certificate for each child in the family
  • Marriage certificate, legal separation or divorce papers
  • Child support documentation (for all single parents)
When your application is complete you will be placed on the Waiting List according to your income and family size.

It is your responsibility to notify DNCCC of any change in income, family size, residence, employment, or reasons for needing child development services.

We update the Waiting List by mail every other month. Returned mail will result in denial of your application.

Training Workshops
Del Norte Child Care Council
DNCCC offers training workshops for parents and new and established child care providers. All workshops are free of charge with the exception of the Red Cross Training Programs, which require a minimal co-payment.

These include:

  • Training workshops for persons interested in starting their own childcare business. Home visits and technical assistance are available to those participants going through the licensing process.
  • Support services to child care professionals through staff & program development and presentations to parent groups.
  • Workshops and conferences for parents and child care professionals.
  • Parenting skills classes that provide the opportunity for parents to get together with other parents while offering education and the encouragement for parents and children to achieve happier relationships within the family. Issues discussed include child development, problem solving, family communication and community resources.

Food Program
Del Norte Child Care Council
The Child Care Food Program (CCFP) is a Federal Program administered by the State Department of Education. The CCFP provides funds to reimburse child care providers who serve nutritious meals and snacks to the children in their care. Nutrition information, meal planning ideas and workshops are offered to all participants.

Who may Participate?
In Del Norte County, any licensed family day care provider is eligible and may participate in the CCFP through the sponsorship of the Del Norte County Child Care Council (DNCCC). Upon approval, certain Trustline providers may also participate.

How do I enroll on the CCFP?
Simply contact the Food Program Coordinator at the Del Norte Child Care Council.

How does the CCFP work?
1) Each family using the program completes an enrollment form.
2) The provider serves meals and snacks according to CCFP guidelines and keeps daily attendance records and menu plans. All forms are submitted to DNCCC monthly. Earnings are calculated and checks are mailed on the 15th of the following month.

What about my own children?
The children of licensed family day care providers are eligible for reimbursement for their meals/snacks when day care children are present, if the family meets the specific income guidelines.

What records must I maintain?
Forms must be submitted monthly: menu sheets listing all meals and snacks served, an attendance form listing children and the meals served to them, and a log which documents the number of children served at each meal/snack daily. Keep all receipts for tax purposes.

What are the reimbursement rates for the CCFP?
The current reimbursement rates for the CCFP are provided below. For each meal or snack served to a child enrolled on the CCFP, the following amounts are paid:

  • Breakfast………………$ 1.06
  • Lunch/Dinners……….$ 1.97
  • Snacks………………….$ 0.58
A maximum of 2 meals and 1 snack or 2 snacks and 1 meal per child per day can be claimed. Most providers in Del Norte County earn $150-$350 per month. Reimbursement rates are adjusted annually.

GLC - Growing, Learning, Caring
Del Norte Child Care Council
Growing, Learning and Caring is a program designed for license-exempt providers such as relative caregivers, neighborhood caregivers, Trustline caregivers, babysitters and nannies. Free workshops, trainings, incentive programs, child development information, linkages to other programs, scheduled home visits with materials for providers and activities for children are offered.

The goal of GLC is to increase parent and provider knowledge about quality child care in the home, which includes early childhood development, promoting healthy and safe environments for children, providing a foundation for children to enter school as well as providing caregiver and family support services.

Traffic Safety Program
Del Norte Child Care Council
The Traffic Safety Car Seat Loan Program is a public service administered by DNCCC. The rental program has seats for infants from birth to 20 lbs. and 27 inches tall, convertible seats for infants or toddlers from birth to 40 lbs. and 40 inches tall, belt positioning booster seats for children 33 lbs. to 80 lbs. as well as high backed booster seats with five point harness for children at least one year old and at least 20 lbs. to 40 lbs. that converts with the vehicle's lap and shoulder belt system for children 30 lbs. to 80 lbs.

To rent a car seat, the parent or guardian must participate in a presentation of proper installation and use, complete a rental agreement and pay a nominal rental fee. The loan period extends for 6 months and is renewable.

The expansion of this program was made possible through the county of Del Norte, State Office of Traffic Safety and National Highway Traffic Safety Administration.

The DNCCC also offers a car seat voucher program. Families who are income qualified (proof of income required) will watch an instructional video, complete required paperwork and will receive a car seat on a permanent basis. This program is subject to grant funding.

Lending Libraries
Del Norte Child Care Council
DNCCC's Toy Lending Library offers parents, child care providers and preschools a variety of educational and age appropriate toys and equipment which may be borrowed. Toys include puzzles, games, blocks and outdoor play equipment for children from infancy to 10 years old. Toys are loaned on a two week basis to community members.

DNCCC's Resource Lending Library contains resource materials relating to children and child care issues, including child development, discipline, nutrition, health and safety and activities for children. In addition, the library has a large selection of children's books and tapes.

    Monday through Friday 9 AM to 5 PM

    Annual Membership Fees
  • Parents - $5.00
  • Family Day Care Providers - $10.00
  • Preschools and Centers - $15.00
Fees are due annually during the month you originally joined. These fees are used to support and maintain the toy and resource libraries.

Amount of Equipment Loaned
The number of items that you may borrow at any one time will depend on how often you use the library.

  • Parents may initially borrow up to three items. Every three times toys, videos or books are returned on time and in good, clean condition you earn one extra item.
  • Family Day Care Providers & Centers may initially borrow six items. Every three times toys, videos and books are returned on time and in good, clean condition you earn one extra item.
Items and What They Mean
The items system works this way:
  • One Item = a dollar value of $10.00 or less
  • Two Items = a dollar value up to $20.00
  • Three Items = a dollar value up to $30.00
  • Four Items = a dollar value of up to $50.00
  • Five Items = a dollar value of up to $100.00
  • Six Items = a dollar value of up to $150.00
  • Seven Items = a dollar value of up to $200.00
  • Eight Items = a dollar value of up to $250.00
  • Nine Items = a dollar value of up to $250.00
All items borrowed must be returned in the same condition as they were when borrowed. If a toy, book or other equipment is lost, broken or damaged, or if you fail to return it, you are responsible for the replacement cost ($10.00 per item).

If toys are returned dirty a cleaning fee of $5.00 will be charged.

In case of illness or other problems and toys cannot be returned on the due date, please call in advance and make arrangements with the toy room staff to extend borrowing time.

If items are returned late and without prior arrangement a late charge of ten cents per item, per toy room day that it's late, will be charged (not to exceed $3.00).

Until items are returned and late fees are paid no other toys and/or books may be borrowed.

Child Access:
A Supervised Visitation Program

My mother and father are separating. What will happen to me?

The Child Access Program is a program designed for children who may be at risk of emotional or physical harm following their parents' separation or divorce. We provide a safe, neutral environment. With professional staff and volunteers who supervise visits and exchanges between children and parents.

What does Child Access Visitation Provide?

  • A secure, inviting, child-centered environment
  • Consistent, dependable contact between parents and children
  • Promotion of parental responsibility
  • Monitored exchanges allow for the safe transfer of children between parents
  • Supervised visitations allow for observation and documentation of parent-child interaction
Interventions are made as necessary for the children's best interest.

Referrals to this program are made by Del Norte County Family Law Court.

The Incredible Years - Parents, Teachers and Children Training Series
Del Norte Child Care Council

A Research Based, Proven Effective Program Based on 4 Componenets: Play, Praise and Reward, Effective Limit Setting and Handling Misbehavior.

Courses are available at two locations. Please see details below.

The program is funded by The Office of Child Abuse Prevention and Intervention Treatment Program. It is a 12 - 14 week course designed to strengthen parenting skills, prevent and treat behavior problems in children age 2 - 10. All classes are FREE. Food and childcare provided. REGISTRATION MANDATORY

The Incredible Years are researched based, proven effective programs for reducing children's aggression and behavior problems and increasing social competence at home and at school.

The AWARD WINNING parent training, teacher training and child social skills training approaches have been selected by the US Office of Juvenile Justice and Delinquency Prevention as an 'exemplary' best practice program and as a 'Blueprints' program. The program was selected as a 'Model' program by the Center for Substance Abuse Prevention (CSAP). As such, the series has been subject to numerous randomized control evaluations, evidenced excellent effectiveness and attained high overall ratings. The program has been recommended by the American Psychological Division 12 Task Force as a well established treatment for children with conduct problems.
